A Resolution Approving the City of Aurora 2nd Program Year (2016) Consolidated Annual Performance Evaluation Report (CAPER) for the Federal Community Development Block Grant (CDBG) and HOME Investment Partnership Act Programs (HOME).


PURPOSE:
Staff is requesting authorization to submit the 2016 Consolidated Annual Performance Evaluation Report (CAPER). The CAPER reviews the past program year's performance of the City's federally funded Community Development Block Grant (CDBG) and HOME Investment Partnership Act programs in the areas of accomplishments, populations served, and demographics, and reports these findings to the U.S. Department of Housing and Urban Development (HUD) to assist with the federal appropriations process. The CAPER is due for submittal to the HUD by March 30, 2017.

BACKGROUND:
As a HUD entitlement community, the City of Aurora is required to comply with the various aspects of the Consolidated Planning process - including submittal of an Annual Action Plan prior to each program year, and a retrospective CAPER detailing the accomplishments achieved in the past program year. The attached draft CAPER report details accomplishments made during the Second Program Year (2016) of the City's 5-year Consolidated Plan (2015-2019) for federal funding. The CDBG and HOME programs assisted approximately 26,636 low to moderate income Aurorans in the 2016 program year.

DISCUSSION:
The CAPER summarizes the City of Aurora's progress toward meeting the housing and community development needs as outlined in the Consolidated Plan. The attached CAPER report outlines the 2016 program year expenditures and accomplishments of all activities that support the Consolidated Plan.
