RETURNED FROM CITY COUNCIL
An Ordinance amending and adding Sections 2-185 and 2-186 of the
Code of Ordinances of the City of Aurora pertaining to the disclosure
of economic interests and campaign-related employment and
volunteerism.

The following documents were provided for reference during discussion and
were discussed as follows:
1. Exhibit A - REVISED AS RECOMMENDED BY RAP ON 5/19/2026. Not
discussed specifically, this is the existing state of the draft and is provided as
a reference document.
2. Exhibit A - REVISED STAFF REQUESTED CHANGES - DRAFT 07/06/2026. A
majority of the Committee of the Whole was in favor of accepting the proposed
amendments as identified in this Exhibit A, and these changes will be
considered a "friendly amendment" by consensus.
3. Exhibit A - REVISED BARREIRO PROPOSAL #4. A majority of the
Committee of the Whole was in favor of accepting the proposed amendments
as identified in this Exhibit A, page 3, line 21-24 and page 4, line1 of the
document as it currently exists, and these changes will be considered a
"friendly amendment" by consensus.
4. Exhibit A - REVISED BAID PROPOSAL #1. The proposed changes in this
Exhibit A have already been addressed in item 2 above.
Alderman Núñez is working on additional changes that will be provided to
Corporation Counsel before July 10th for circulation to the City Council.
At the conclusion of discussion on this matter, a motion was made by
Alderman Saville and seconded by Alderman Barreiro to take a 5 minute
recess. The motion carried by voice vote and a 5-minute recess was
convened.
An Ordinance amending and adding Sections 15-120, 15-130, 15-320,
15-321, and 15-322 of the Code of Ordinances of the City of Aurora
pertaining to campaign contributions and campaign fundraising.

The following documents were provided for reference during discussion and
were discussed as follows:
1. Exhibit A - REVISED AS RECOMMENDED BY RAP ON 5/19/2026. Not

2. Exhibit A - REVISED SAVILLE-SMITH & BARREIRO PROPOSAL DRAFTED
7/06/2026. Consensus was reached as to page 2, page 4, page 5, page 6
including changes made to Sec 15-321(a) changed to 24 months. Consensus
also reached as to page 9 proposed changes, with the understanding that
more amendments may be proposed.
Alderman Mesiacos briefly discussed proposed changes to Sec 2-38 regarding
the Mayor's outside employment. A brief discussion was held regarding the
proposed changes and the item will be presented to the RAP Committee.
