Certificate of Appropriateness to install three framed murals on the east elevation facing the Fox River at 36 W Downer Place

PURPOSE:
The owner is requesting a Certificate of Appropriateness to install three murals painted on metal sheets and framed on the wall facing the river.
BACKGROUND:
The owner is requesting to have artist Christopher Lucero create three Mexican folk art murals depicting calaveras. The murals will be printed on metal sheets and coated with special vinyl to protect them from UV light and graffiti. The murals will be framed using treated wood and hung onto the wall facing the river. The frames will be attached using a French Cleat system using small holes drilled into the mortar joints.
DISCUSSION:
The mural concept has been reviewed by the City Public Art Director and approved by the Aurora Public Art Commission. This recommendation goes to the FoxWalk Design Review Committee for recommendation, and finally to the Building, Zoning, and Economic Development Committee for a final decision.
POLICIES AND GUIDELINES:
The recommendation is based on Section 8.4 "Murals" of the FoxWalk Overlay District
Design Guidelines adopted on June 28, 2016.
RECOMMENDATIONS:
The Design Review Committee recommended APPROVAL of a Certificate of Appropriateness to install three framed murals on the east elevation facing the Fox River at 36 W Downer Place.
