PURPOSE:
Aurora Public Art is requesting a Certificate of Appropriateness to turn the retaining walls along Parking Lot H into a rotating mural exhibition space to allow local artists to paint spontaneous murals once a year.

BACKGROUND:
Aurora Public Art would like to create an area in the City that allows local artists to create spontaneous murals displaying their own creative ideas and themes. Unlike current mural projects that tend to have RFP processes with outlined perimeters, this area would give the artist the opportunity to completely create a piece. Public Art will coat the murals with anti-graffiti sealant. New murals will be solicited annually to keep the area fresh. Any inappropriate content will be painted over immediately and artists will sign off on the ability of the City to remove inappropriate content. This Certificate of Appropriateness would allow Public Art to proceed with annual murals without coming before the Design Review Committee each time. Public Art will provide $1,000 in materials and $3,000 in small material grants for participating artists depending on available funds.

DISCUSSION:
The mural concept has been reviewed by the City Public Art Director and approved by the Aurora Public Art Commission. This recommendation goes to the FoxWalk Design Review Committee for recommendation, and finally to the Building, Zoning, and Economic Development Committee for a final decision.

The recommendation is based on Section 8.4 "Murals" of the FoxWalk Overlay District
Design Guidelines adopted on June 28, 2016.
