Body
PURPOSE:
The owner is requesting a Certificate of Appropriateness to paint a mural on the south elevation facing the parking lot at 105 E Galena Boulevard.

BACKGROUND:
The applicant is proposing to paint a mural on the concrete wall on the second story. The concrete wall is an alteration to the historic building. The theme of the mural is diversity in technology. The mural is to be painted on the 38 feet by 52 feet second story fa?ade facing the parking lot. It is partially funded by a $10,000 grant from the National Endowment for the Arts. Aurora Downtown is matching with $10,000 towards the project and Public Art is provide approximately $6,000. The mural will be covered with anti-graffiti coating and will be maintained by the City. The owner has an agreement with the City regarding the mural. The City had an RFP process for the mural, which led to the awarding of the project to local artist Rafael Blanco. Mr. Blanco is an art professor at Elmhurst College and examples of his work is included in the attachments. Public Art is seeking to have all 2021 murals painted simultaneously, creating a mural festival.

DISCUSSION:
The mural has been reviewed by the City Public Art Director and approved by the Aurora Public Art Commission. This recommendation goes to the FoxWalk Design Review Committee for recommendation, and finally to the Building, Zoning, and Economic Development Committee for a final decision.

POLICIES AND GUIDELINES:
The recommendation is based on Section 8.4 "Murals" of the FoxWalk Overlay District
Design Guidelines adopted on June 28, 2016

RECOMMENDATIONS:
The Design Review Committee recommended APPROVAL of a Certificate of Appropriateness to install a mural on the east elevation at 105 E. Galena Boulevard.
