A resolution to award the Weston Avenue Water Main Replacement project located in Ward 4 to Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 in the bid amount of three hundred forty-two thousand, two hundred thirty-five dollars and ten cents ($342,235.10).
PURPOSE:
To replace the 6" water main along Weston Avenue with 8" water main due to a recent history of breaks.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. This block of water main runs through the Old Copley Hospital redevelopment project and has experienced numerous breaks recently. Recent excavations have confirmed that the water main is in very poor condition with a high level of corrosion visible. The redevelopment project is nearing completion and upon final restoration and this project was rushed to bid to get the pipe installed prior to the surface restoration being completed. Additional breaks could occur if pavement was placed over the old water main due to the vibration from of the rollers.
The proposed water main will be installed via the directional drilling method to limit conflicts with the redevelopment, the restoration of the new park mid-block and to reduce the volume of spoils produced that may potentially not be eligible for disposal at a clean construction demolition debris facility.
In addition to break issues, the 6" water main on Weston Avenue provided limited fire protection to the neighborhood with connections to 6" water main on Lincoln Avenue and 4" water main on 4th Street. The new 8" water main will have a new connection to the 16" distribution water main on the east side of 4th Street which will increase the capacity of the water main system and fire flow protection in the neighborhood.
DISCUSSION:
Six bids were received, opened, and read aloud on May 3, 2021. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $342,235.10 was submitted by Brandt Excavating, Inc. The water main improvements ($342,235.10) will be funded with account 510-4058-511-73-02 (IC076) which has a 2021 budget amount of $5,600,000.00. Also included is the ad for bid and Brandt Excavating, Inc.'s submitted bid attached as Exhibits C & D. Brandt Excavating, Inc. has satisfactorily performed similar water main replacement projects within the City.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures of S. Lincoln Avenue and S. 4th Street during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Brandt Excavating, Inc., in the amount three hundred forty-two thousand, two hundred thirty-five dollars and ten cents ($342,235.10) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along Weston Avenue which has a recent history of breaks;
WHEREAS, Brandt Excavating, Inc., submitted the lowest responsible bid out of 6 bids received, opened and read aloud on May 3, 2021;
WHEREAS, the water main improvements ($342,235.10) have been funded in the 2021 budget within account 510-4058-511.73-02 ($5,600,00.00, IC076);
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Brandt Excavating, Inc., 385 E. Hoover Street, Morris, IL 60450 in the amount of three hundred forty-two thousand, two hundred thirty-five dollars and ten cents ($342,235.10).
