SUBJECT:

Resolution requesting approval to increase the contract with Melrose Pyrotechnics by $30,000 for the 2021 Independence Day fireworks display.

 

PURPOSE:

To safeguard our citizens and maintain social distancing, the City of Aurora is planning two fireworks displays to be done simultaneously on Friday, July 2, 2021.

 

 

BACKGROUND:

Fireworks were previously done on Veterans Island with additional activities at McCullough Park and RiverEdge Park.  Both locations were very heavily attended. By splitting into two locations we are dispersing the crowd and thereby allowing for a larger viewing audience

 

As an additional side note, RiverEdge Park will not be open until mid-July this year and the FVPD has activities at Prisco Center until approximately 9:00 pm that evening. .

 

DISCUSSION:

At this time locations are being discussed with the idea of one show on the northwest side and one on the southeast side. This will allow for social distancing, while providing adequate viewing areas, and be accessible to a large number of people.  The actual shoot sites will be blocked off, which will encourage viewing from nearby homes, parks and other open areas. 

There are adequate funds for this in the Special Events budget line 101-1026-450.53-01. 

 

Last year's show was cancelled and per the contract half of the contract price ($20,000) was paid.  Melrose then put that toward the 2021 show.  The original contract with Melrose was approved by Resolution R18-177.

 

 

IMPACT STATEMENT:

Special Events is working closely with the Aurora Police Department Traffic Division on the public safety aspect. Other City Departments and Divisions will be brought in to assist as deemed necessary.  

Any impact on other Departments/Divisions (i.e. costs, staffing, procedures, etc.).

 

 

RECOMMENDATIONS:

I respectfully request approval of the additional funds be added to the contract with Melrose Pyrotechnics.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, To safeguard our citizens and maintain social distancing, the City of Aurora is planning two fireworks displays to be done simultaneously on Friday, July 2, 2021; and

 

WHEREAS, the 2021 show was cancelled due to the global pandemic; and

 

WHEREAS, per the original resolution R18-177 this is an increase of $30,000 with $20,000 being paid last year as a cancellation fee and is being put toward the 2021 show; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Approves an increase in the contract with Melrose Pyrotechnics in the amount of $30,000 for the 2021 contract.
