A Resolution approving the remodel of one of the Central Fire Station bathrooms and the addition of a gender-neutral bathroom by F.H. Paschen in the amount of $159,993.00.
PURPOSE:
To obtain approval for the remodeling of the bathroom and addition of a gender-neutral bathroom at the Aurora Central Fire Station.
BACKGROUND:
Aurora Central Fire Station opened on 12/22/80 and is 41 years old. The bathroom scheduled for remodel is the original bathroom from 41 years ago. Only minor updates have been made over the years (new faucets due to old ones no longer working, plastic shower surround added over the original shower stalls) other than that it is all original. At this time, we have tiles that are popping up, the shower surrounds are coming unglued from the walls and floor, and the sinks have to be rodded out every year due to pipe narrowing in the old iron pipes.
The remodel is also important as the Aurora Fire Department has hired a number of female firefighters. The current setup only has one facility with showers, this addition will increase functionality for all members of the department.
DISCUSSION:
Through the City's Job Order Contracting Services Program, F.H. Paschen, S.N. Nielsen & Associates, LLC, (R20-221) we received a quote to remodel and add a Unisex bathroom. Per the JOC program, all contractors use the same RS Means scale to price the services, the City receives a 7% discount from the cost. The quote to remodel and add a Unisex bathroom at Aurora Central Fire Station is for the total price of $159,993.00.
F.H. Paschen is using local vendors. Douglas Flooring, Nedrow Decorating, Artlip and Sons, BDK doors, Floorguard, Paul Buddy Plumbing and FH Paschen Carpentry.
We will be using the City Electrical Department for any of the electrical work that is being done.
As part of the 2021 decision package, the fire department has $160,000.00 available in account 340-3033-422.38-05.
IMPACT STATEMENT:
The remodeling and addition of a gender-neutral bathroom will modernize the facility for years to come and will also allow people of different genders to use the bathroom at one time.
RECOMMENDATIONS:
The Aurora Fire Department recommends that the Finance Committee and City Council approve the remodel and adding of a gender-neurtal bathroom from F.H. Paschen, S.N. Nielsen & Associates, LLC, in the amount of $159,993.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City awarded a Job Order Contracting Services Program to F.H. Paschen, S.N. Nielsen & Associates, LLC with Resolution R20-221 approved September 2020; and
WHEREAS, The quote to remodel and add a gender-neutral bathroom Aurora Central Fire Station was received from F.H. Paschen for the amount of $159,993.00; and
WHEREAS, funding for the bathroom remodel and adding of a gender-neutral bathroom was part of a 2021 decision package and budgeted 160,000.00 in account 340-3033-422.38-05.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the contract by F.H. Paschen S.N. Nielson & Associates, LLC, in the amount of $159,993.00 for the bathroom remodel and adding of a gender-neutral bathroom at Aurora Central Fire Station.
