SUBJECT:
A Resolution authorizing the execution of a Phase 3 Construction Engineering Agreement with HR Green, Inc. in the not to exceed amount of $119,131.00 for the 2021 City Wide Resurfacing Projects.
PURPOSE:
This Engineering Agreement will provide Construction Inspection and Material Testing Services for the 2021 City Wide Resurfacing Projects.
BACKGROUND:
The City plans to resurface 35.7 lane miles of streets for over $5.5 million. City staff takes the lead on construction observation and administering the project during construction. In order to oversee construction including inspections, work layout and fully document work, the City will require an experienced Resident Engineer to assist city staff with this project. Material Testing is also required to document work in accordance with Illinois Department of Transportation (IDOT) standards.
DISCUSSION:
The City published a Qualifications Based Selection (QBS) for the Resident Engineer services on February 4, 2021. Seventeen (17) firms submitted their statement of qualifications (SOQ). Staff reviewed the SOQs and determined that HR Green, Inc. of Aurora, IL was the most qualified with the top 3 firm's scores attached as Exhibit 'B'.
This followed the Request for Qualifications process and is not subject to the local preference policy.
The attached Engineering Services Agreement from HR Green, Inc. noted as Exhibit 'A' provides an experienced full time Resident Engineer for up to 1,000 hours and additional fees for a sub-consultant to provide Material Testing. HR Green will assist the Engineering Department with construction supervision on the 2021 City Wide Resurfacing projects as detailed in the scope of services in an amount not to exceed $119,131.00.
The 2021 City Budget has budgeted $119,131.00 in account no. 340-4460-431.73-91 (Capital Improvements Fund) for these services.
