SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To maintain the number of Class E, Full Menu Restaurant licenses at 54.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification. This request is presented to approve the issuance of the Class E license after the change of ownership percentages of Skotini, Inc. d/b/a Pomegranate Restaurant.

DISCUSSION:
Skotini, Inc., d/b/a Pomegranate Restaurant at 55 S. Commons Drive, Aurora, Illinois 60504, is a current Class E liquor license holder (on-premises consumption only). Skotini, Inc. has submitted an application to change the current corporate ownership percentage by over fifty (50) percent. The ownership change is from 100% ownership held by Patty Markos to 70% ownership held by Tawfiq Salem and 30% ownership held by Patty Markos. Pomegranate Restaurant has held a City of Aurora liquor license since 2011.

Attached is the application submitted for your consideration. If approved, this resolution would maintain the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owners to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
I am recommending that this resolution be considered by the City Council at its meeting to be held on Tuesday, May 26, 2020.
