Purchase of unleaded and diesel fuel.
PURPOSE:
To provide gasoline and diesel fuel for the City of Aurora's backup generators and motorized fleet.
BACKGROUND:
The City of Aurora has participated in the Kane County solicitation for the purchase of gasoline and diesel products for the last 20 years. The Kane County Sheriff's Office, Department of Transportation, Forest Preserve and the City of Aurora participate in this bid.
DISCUSSION:
This year Kane County received bids (BID 45-019) from six different vendors, five of which submitted the lowest bid for different products. The bid results are based on the Oil Price Information Service (OPIS) low for Chicago, IL plus vendor markup on 10/11/19(included with vendor bid submissions).
In order to simplify logistics and streamline the procurement process, per Resolution 19-393, the Kane County Board voted to award the fuel purchase contract to the two lowest bidding vendors for all products combined. Mansfield Oil Company, located in Gainesville, GA, will supply tank loads (7,000 - 10,000 gallons) of all products. Blu Petroleum Inc., located in Mundelein, IL, will supply wagon loads (200 - 5,000 gallons) of all products.
The Kane County Contract commences on December 1, 2019 and runs until November 30, 2020.
$2,022,600.00 has been requested in multiple xxx-xxxx-xxx-62.40 accounts (table attached) for the purchase of fuel for the City's motorized fleet and backup generators in 2020.
$883,600.00 of the total requested fuel budget will be allocated in account 120-4431-418.62-40, to purchase tank loads of unleaded and diesel fuels, which will be stored at and dispensed from the City of Aurora Central Garage. The applicable xxx-xxxx-xxx.62-40 accounts will be billed to other divisions that use this fuel.
Since the Central Garage fuel will be sold internally, $883,600.00 is deducted from the total requested budgeted amount of $2,022,600.00. This makes the actual 2020 requested amount for fuel purchases $1,139,000.00.

To approve Mansfield Oil Company for the purchase of tank loads of unleaded and diesel fuels and to also approve Blu Petroleum Inc. for the purchase of wagon loads of unleaded and diesel fuels in an amount not to exceed $1,139,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has participated in the Kane County solicitation for the purchase of gasoline and diesel products for the last 20 years, and
WHEREAS, Mansfield Oil Company, located in Gainesville, GA was awarded the purchase contract for tank loads (7,000 - 10,000 gallons) of unleaded and diesel fuels, and
WHEREAS, Blu Petroluem Inc., located in Mundelein, IL, was awarded the purchase contract for wagon loads (200-5,000 gallons) of unleaded and diesel fuels, and
WHEREAS, $1,139,000.00 will be reserved in multiple xxx-xxxx-xxx.62-40 accounts for the purchase of diesel and unleaded fuels, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The approval of Mansfield Oil Company for the purchase of tank loads of unleaded and diesel fuels and Blu Petroleum Inc. for the purchase of wagon loads of unleaded and diesel fuels for the City of Aurora in an amount not to exceed $1,139,000.00.
