SUBJECT:

A Resolution to accept the quote from De Kane Equipment Corporation, 47W619 U.S. Rt 30, Big Rock, IL 60511 to purchase two Kubota RTV-X1140WL-H Utility Vehicle for the Aurora Police Department, recommended to the Public Health, Safety and Transportation Committee on 11/26/2019.

 

PURPOSE:

To secure two Kubota RTV-X1140WL-H Utility Vehicles for the Aurora Police Department. These Utility Vehicles would be utilized for various police functions, to include but not limited to; patrolling Downtown Aurora locations, special events, tactical response, off road locations, walking / bicycle paths in and around the downtown boundaries. These Utility Vehicles can also be used to carry equipment and personnel to remote locations, where police vehicles cannot drive.

 

BACKGROUND:

Over the years the City of Aurora has increased in population, size and increased the number of downtown events as well as city events in general. The Aurora Police Department has adapted to the changing environment by utilizing various methods of patrol and patrol vehicles (ie: bicycles and Segways) but with an increasing number of festivals, concerts and parades; not to mention the expansion of River Edge Park, the police department needs vehicles capable of carrying personnel and equipment in remote locations. In recent years the Aurora Police Department has borrowed Utility Vehicles from EMA, neighboring departments and golf carts from COA Downtown Events. The issue with these barrowed Utility Vehicles is they are not police vehicles, equipped with police equipment, emergency lighting or police markings. Utilizing a Utility Vehicle (specifically equipped for police) would extremely beneficial to the Aurora Police Department.

 

DISCUSSION:

The Kubota Utility Vehicles would increase the mobility of the police officers, could carry up to six police officers, equipment and operate in remote terrain. These vehicles would be fully equipped with emergency lighting, police markings, are four wheel drive and have the option to extend the cargo area which could carry stretchers or more equipment:

The funds for the purchase of the two Kubota RTV-X1140WL-H Utility Vehicles would be drawn from the $104,275 available in account 101-3536-421.50-50 for the 2019 budget. The funds available in this account and were secured through the 2018 Edward Byrne Memorial Justice Assistance Grant which was awarded as a total of $67,317.00. The use of these funds were approved by the City Council on September 25, 2018, Resolution R18-245.

 

On April 04, 2019 we received a quote from De Kane Equipment Corporation, via Sourcewell Government Pricing contract 040319-KBA, indicating the cost of the Kubota RTV-X1140WL-H at $15,587.75 per unit, with a total cost for two Kubota RTV-X1140WL-H of $31,175.50. Kubota Tractor Corporation is the manufacture and sole provider of Kubota Utility Vehicles through their authorized dealers; DeKane Equipment Corporation, Big Rock, IL. The price for the Kubota RTV-X1140WL-H was quoted using Sourcewell and is Kubota's government pricing. The City of Aurora is a member of Sourcewell for government pricing and purchases. The decision, therefore, was to accept the quote from DeKane Equipment Corporation, Big Rock, IL.

 

IMPACT STATEMENT:

The impact of having the Kubota Utility Vehicles would give the police department a greater ability to access remote locations with police personnel and equipment. They would also be utilized for special events (parades, festivals and concerts) giving police greater mobility in and around crowds of people, provide high visibility of police and give officers the ability to transport persons with medical emergencies to AFD personnel.

 

RECOMMENDATIONS:

I would recommend the Public Health, Safety and Transportation Committee approve the purchase of two Kubota RTV-X1140WL-H Utility Vehicles from DeKane Equipment Corporation for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Aurora Police Department desires to purchase two Kubota RTV-X1140WL-H Utility Vehicles to increase patrol effectiveness in and around the City of Aurora, to include but not limited to; special events, parades, concerts and remote locations; and

 

WHERAS, Kubota Tractor Corporation was awarded Sourcewell Cooperative Contract 040319-KBA; and

 

WHEREAS, a quote was received from DeKane Equipment Corporation, an authorized dealer for Kubota Tractor Corporation, a sole source company for the purchase of two Kubota RTV-X1140WL-H Utility Vehicles with a total cost of 31,175.50; and

 

WHEREAS, the necessary funds needed to purchase the Kubota Utility Vehicles were budgeted and approved by City Council on September 25, 2018, R18-245, with the funds being secured through the 2018 Edward Byrne Memorial Justice Assistance Grant, the funds are in account 101-3536-421.50-50, which has a 2019 budget of $104,275.00; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to grant authorization to purchase two Kubota RTV-X1140WL-H Utility Vehicles from Kubota Tractor Corporation via DeKane Equipment Corporation, 47W619 U.S. Rt 30, Big Rock, IL for the Aurora Police Department and does hereby further authorize the Director of Purchasing to issue the necessary funds to implement the purchase of the same.
