An Ordinance Adopting an Annual Budget for the Fiscal Year Beginning January 1, 2020 and Ending December 31, 2020 in Lieu of Passage of an Appropriation Ordinance.
PURPOSE:
To obtain the City Council’s approval of the attached ordinance that would, in turn, provide for the approval of the proposed 2020 City Budget.
BACKGROUND:
In Illinois, municipalities may conduct their financial operations under one of two alternative frameworks: an appropriations process (65 ILCS 5/8-2-9) or a budget process (65 ILCS 5/8-2-9.1 through 9.9). On November 9, 1999, the City Council approved Ordinance No. O99-096 that placed the city on the budget system of finance in lieu of the appropriations system beginning with the 2000 fiscal year.
DISCUSSION:
The Mayor released his proposed 2020 City Budget on October 17, 2019. The Finance Committee will have met eight times during October and November to review the document. Representatives from city departments have appeared before the Finance Committee to provide additional information on specific items of interest in the proposed 2020 City Budget.
Since the initial version of the proposed 2020 City Budget was released, the Finance Department has made a number of changes into the document at the request of the Finance Committee, the Mayor’s Office, and/or department heads. These changes are detailed in the schedule that is the second attachment to this memorandum. The third attachment to this memorandum details a number of carryovers from the 2019 budget to the 2020 budget that the department heads have requested.
Also attached to this memorandum is a “Budget Preparation Worksheet for Fiscal Year 2020.” This document constitutes the currently proposed 2020 City Budget. The amounts in the 2020 Budget Preparation Worksheet reflect the amounts included in the initially proposed budget and the revisions detailed in the schedules mentioned above.
The city will hold a public hearing on the proposed 2020 City Budget in conjunction with the regular City Council meeting on December 10, 2019. A notice of the hearing will be published in The Beacon News on Wednesday, November 27, 2019.
We anticipate that we will publish the 2020 City Budget (including graphs, charts, and narrative) on or about March 1, 2020.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City Council approved Ordinance No. O99-96 on November 9, 1999 adopting the budget system of finance for the City in lieu of the appropriation system in accordance with 65 ILCS 5/8-2-9.1 et. seq. and Code Section 2-312(a); and
WHEREAS, the tentative annual budget of the City of Aurora for the fiscal year beginning January 1, 2020, and ending December 31, 2020, as prepared by the Budget Officer and proposed by the Mayor to City Council, was placed on file in the City’s Finance Department on October 17, 2019 and on the City’s website on October 23, 2019, for public inspection; and
WHEREAS, pursuant to a notice duly published on November 27, 2019, a public hearing was held by the City Council on said tentative annual budget on December 10, 2019, prior to consideration of this Ordinance:)
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows:
SECTION 1: That the annual budget for the City of Aurora for the fiscal year beginning January 1, 2020, and ending December 31, 2020, a copy of which is attached hereto and made a part hereof, is hereby passed and adopted as the annual budget of the City of Aurora for said fiscal year.
SECTION 2: That the level of control for the annual budget shall be the department level or, where no departmental segregation of a fund exists, the fund level.
SECTION 3: That this ordinance shall be in full force and effect, and shall be controlling, upon its passage and approval.
SECTION 4: That all ordinances or parts of ordinances thereof in conflict herewith are hereby repealed to the extent of any such conflict.
SECTION 5: That any section or provision of this ordinance that is construed to be invalid or void shall not affect the remaining sections or provisions, which shall remain in full force and effect thereafter.
