SUBJECT:

Resolution to award the bid from Midwest Veterinary Supply, Inc. to supply medication for the Animal Care & Control Division.

 

PURPOSE:

To obtain City Council approval of the bid from Midwest Veterinary Supply, Inc. to supply medication and vaccines for the animals in the care of the Animal Care & Control Division for an initial term ending December 31, 2020 with the option of two 1-year extensions based on mutual consent between the City of Aurora and Midwest Veterinary Supply, Inc.

 

BACKGROUND:

A large volume of vaccinations had been donated in 2016 and 2017, however in 2018 the donations reduced and the costs increased, requiring ratification of this line item expense with the intent of formally bidding the purchases in 2019.

 

DISCUSSION:

As we continue to provide best practices and care to the animals in our shelter, costs continue to rise.  In order to be financially responsible, we published a bid for medications which publically opened on September 4, 2019.  Although many companies were notified and 20 viewed the solicitation from our website, one company submitted a formal bid and one was disqualified because they did not follow the sealed bid process.

 

Funds requested for Medications, 101-1845-440.61-26, for the 2020 City Budget is $30,000.

 

IMPACT STATEMENT:

Providing medication to the animals helps to assure the public the animals are being treated humanely while in our care.

 

RECOMMENDATIONS:

I request approval to award the bid to Midwest Veterinary Supply, Inc. to supply medication with an initial term ending December 31, 2020.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, this bid was advertised, potential vendors notified, and publically opened (Bid 19-17) for medications and vaccines for the animals under the care of Animal Care & Control; and

 

WHEREAS, Midwest Veterinary Supply, Inc. was the only supplier to submit a competitive bid; and 

 

WHEREAS, 2020 budget funding is provided for the purchase of medications annually in the amount of $30,000 in account no. 101-1845-440.61-26; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: subject to the approval of this item in the 2020 budget, that the Purchasing Director is hereby authorized to enter into agreements with Midwest Veterinary Supply, Inc. for the supply of medications for the Animal Care & Control Division for an initial term ending December 31, 2020 with the option of two 1-year extensions upon mutual consent.
