SUBJECT:

A resolution approving the purchase of new garage bay doors, openers, and associated hardware and installation for Fire Station #3 from Overhead Door Company of Rockford for

$38,500.00.

 

PURPOSE:

To authorize the purchase and installation of new garage doors, openers, and related hardware and installation for Fire Station #3, to replace the older damaged and less reliable doors currently in that fire station.

 

BACKGROUND:

Fire Station #3 was built in 1972. Three (3) of the bay doors were replaced in 1993 at a cost of $12,999.00, which included new openers for those doors. It is believed the other three doors are still original to the building.

 

DISCUSSION:

As the city has grown and the fire department has gotten busier, the number of times the overhead doors are opened and closed each has increased. When a battalion chief car was added to station 3's fleet in 2000, a door that was rarely used began seeing numerous openings and closings per day. As the openers and doors have aged, it has become more difficult to operate the doors form the vehicle remotes, causing vehicles to stop on the driveways and push the button numerous times to get the doors to close. This causes a delay in the vehicle responding to calls.

 

Three (3) of the doors were replaced in 1993, but it is believed the other three (3) are original to the building from when it began operating in 1972. There have been a number of service calls to Station 3 for door repairs over the years, including two large bills in 2004 (for $4,628.51) and 2006 (for $9,100.00). As the building and doors increase in age, it is believed that more large service bills are in the future.

 

This purchase was formally bid in September with only two bidders responding after five were in attendance at the mandatory site visit. 

 

The 2019 decision package was originally submitted for $28,300.00. This was an estimate to only replace the actual door panels themselves. After consulting with Jim Birchall, it was recommended that all of the hardware associated with the doors (door tracks, supports, etc.) and door openers also be replaced due to age and condition. The safety system for the door is also outdated and does not meet current safety standards.

 

This resolution includes the cost for 6 new overhead doors and all related hardware. It also includes new push-button wall-mounted transmitters for all of the doors to be wired using existing electrical systems for the building, and new programmable remotes for the vehicles. New improved safety devices will help prevent damage to equipment and injuries to people from a door closing on someone.

 

$42,825 remains in the 2019 budget account # 255-3033-422.38-05 to cover the cost of this project.

 

IMPACT STATEMENT:

The fire department relies on the station bay doors to be safe and operationally effective. Delays in the doors operating slows the response of the vehicles to calls, and a potential exists for someone to be injured by a closing door because of outdated safety devices. This includes injuries to civilian personnel at the station for tours or other business. New doors and improved safety equipment will help reduce this risk, and improve the response times for personnel at that station.

 

RECOMMENDATIONS:

That the public health, safety, and transportation committee and city council authorize the purchase and installation of six (6) new overhead bay doors, along with associated hardware and opening equipment from Overhead Door Company of Rockford in the amount of $38,500.00

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Fire Department desires to replace the overhead bay doors and accessories at Fire Station #3; and

 

WHEREAS, the project was formally bid September 2019 and Overhead Door Company of Rockford, IL was the lowest responsible bidder; and

 

WHEREAS, account 255-3033-422.38-05 has $42,825 remaining in the 2019 budget cover the cost of the project; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorize the purchase and installation of new garage bay doors, openers, and associated hardware for Fire Station #3 from Overhead Door Company of Rockford, IL in the amount of $ 38,500.00.
