Authorization to purchase ArcServer software from Environmental Systems Research Institute, Inc. (ESRI) of Redlands, California in the amount of $34,000.00, for the Geographic Information System mapping, and an annual maintenance in the amount of $10,000.
PURPOSE:
The Information Technology Division's GIS Team is in need of another ArcServer license to provide redundancy and a more stable environment. Providing an additional server will increase capacity for the implementation of Central Square Technologies TRAKiT Land Management Software for Development Services.
BACKGROUND:
The City of Aurora has standardized on ESRI software for Geographical Information System (GIS) mapping. This software is utilized by GIS staff, as well as several departments throughout the organization. It also interfaces with and provides mapping information for the Sensus' water meter reading system, Development Services' land files, Public Works JULIE tickets, and the City's 911 Computer Aided Dispatch (CAD) system.
DISCUSSION:
In order for the City's GIS system to grow with the future demand, the ArcServer software is needed.
ESRI has submitted a quote in the amount of $34,000. This covers the cost of software licensing, as well as implementation. There will also be an additional annual maintenance fee of $10,000 bringing our current annual maintenance renewal for all licenses to $42,095.08.
ESRI is the only authorized reseller on Arc Server and has been quoted from the Illinois State contract # CMS7972640. The funds will be paid from account number 101-1380-419.64-10 with a budgeted amount of $219,800.00.
IMPACT STATEMENT:
Not approving the purchase runs the risk of the GIS environment becoming unstable and having more frequent outages.
RECOMMENDATIONS:
It is recommended to purchase ArcServer software from Environmental Systems Research Institute, Inc. (ESRI) of Redlands, California in the amount of $34,000.00, for the Geographic Information System mapping, and the annual maintenance in the amount of $10,000.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has standardized on ESRI software for Geographical Information System (GIS) mapping; and
WHEREAS, in order for the City's GIS system to grow with future demand of the Development Services Department's TrakIT software ArcServer is needed; and
WHEREAS, Environmental Systems Research Institute, Inc. (ESRI), Redlands, has submitted a quote in the amount of $34,000. This covers the cost of software licensing, as well as implementation. There will also be an additional annual maintenance fee of $10,000 bringing our current annual maintenance renewal for all licenses to $42,095.08.; and
WHEREAS, ESRI sells direct to customers and does not allow other vendors to sell their software and has been quoted from the Illinois State contract # CMS7972640; and
WHEREAS, the funds will be paid from account number 101-1380-419.64-10 with a budgeted amount of $219,800.00
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorization to purchase ArcServer software from Environmental Systems Research Institute, Inc. (ESRI) of Redlands, California in the amount of $34,000.00, for the Geographic Information System mapping, and the annual maintenance in the amount of $10,000.
