SUBJECT:
Resolution to award a contract to Crawford Murphy & Tilly, Inc. for Resident Inspection and Engineering Services.

PURPOSE:
To provide the City with inspection of public improvements constructed as part of private development projects and other related services.

BACKGROUND:
Crawford Murphy and Tilly, Inc. (CMT) has provided the City with resident inspection services for over 20 years. Their existing contract expires at the end of 2019.

The City issued a Request for Qualifications for Resident Inspection and Plan Review Services. Statements of Qualifications were received from ten (10) firms on July 31, 2019. This was a qualifications-based selection process for professional services. Since it was qualifications-based, the Local Vendor Preference Ordinance does not apply.

DISCUSSION:
CMT was selected as the most qualified firm by a three person panel from the Engineering Division. Exhibit A shows the scoring for the three (3) highest ranked firms. After being notified of their selection, CMT prepared the proposal included as Exhibit B.

Funding for these services is derived from fees charged to developers and permit applicants. The fees are based on a percentage of the cost to construct the public infrastructure. The City's annual budget provides funds for these services in account 101-4040-431.32-09. In 2019, the budget for these services was $205,000. The account has a remaining balance of $25,000.

This is a three (3) year agreement beginning January 1, 2020 and will expire December 31, 2022.

The anticipated budget for 2020 is $205,000 but the contract fee for each year of the agreement will be established by the approved City budget.

IMPACT STATEMENT:
The services provided under this Purchase Order will have no impact on the public.

RECOMMENDATIONS:
Staff recommends adoption of the proposed resolution.
