SUBJECT:

A Resolution Authorizing the Purchase of a replacement Insertion Magnetic Flowmeter for the Water Production Division.

 

PURPOSE:

To obtain City Council authorization for the purchase of an in-kind replacement insertion, magnetic flowmeter from Heartland Controls (Frankfort, IL) to upgrade/replace the existing flowmeter.

 

BACKGROUND:

The Water Production Division (WPD) utilizes various flowmeters at different locations within the city's water treatment plant (WTP).  Flowmeters are common but necessary and essential equipment for measuring water flow at critical process points.  Good process control requires accurate, instantaneous flow measurement for proper dosing of water treatment chemicals.  Flowmeters also measure total flow at a given location over time, referred to as flow totalization.

 

DISCUSSION:

The subject flowmeter measures filtered water flow through the 48 inch filter effluent line at the WTP.  The meter has been in service since 2002 and no longer provides the needed accuracy for this application. 

 

The proposed replacement, a McCrometer Full-Profile Insertion (FPI) Magmeter, is a specialized product with technical features, design, and accuracy unlike other insertion style flowmeters.  The WPD has previously purchased and installed the same model in the 42 inch filter effluent line and the well water bypass at the WTP, as well as two flowmeters at a remote booster station.  The WPD seeks to maintain consistency with the McCrometer FPI model in this similar, filtered-water location. 

 

Heartland Controls is the Exclusive Municipal Representative for the McCrometer FPI Magmeter in Illinois.  Heartland Controls has provided a purchase quotation in the amount of $28,010.00, which includes installation and startup.  As a comparison, the cost to purchase directly from McCrometer is $30,090.00 (additional cost for travel and startup).  Due to the unique and specialized nature of the product, competitive bidding was not possible.  Therefore, the WPD cites the City of Aurora Code of Ordinances, Exceptions to Competitive Bidding Requirement, Article 5, Sec 2-335 (a) (6), "any municipal work or public improvement, when the expense thereof will exceed twenty-five thousand dollars ($25,000.00), may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths (3/5) of the members of the City Council then holding office."

This is a single source provider, therefore local preference does not apply.

 

Funds are available in the 2019 City Budget in Account No. 510-4058-511-38-01, which provides $263,100.

 

IMPACT STATEMENT:

Failure to replace will result in long-term filter effluent water metering inaccuracy.

 

RECOMMENDATIONS:

That the attached resolution be submitted to the City Council authorizing the purchase of a McCrometer FPI Insertion Magmeter from Heartland Controls for $28,010.00.  It is further recommended that this matter be submitted to the Finance Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water Production Division seeks to purchase a new insertion, magnetic flowmeter at the Water Treatment Plant as an upgrade/replacement for an existing meter that no longer provides the necessary accuracy; and

 

WHEREAS, the Water Production Division seeks to standardize and maintain consistency with the use of the McCrometer Full-Profile Insertion (FPI) Magmeter in its filter effluent flow measuring locations within the water treatment plant; and

 

WHEREAS, due to the uniqueness of the McCrometer Full-Profile Insertion (FPI) Magmeter, competitive bidding was not possible, therefore, per City of Aurora Code of Ordinances, Article 5, Section 2-355 (a) (6), any municipal work or public improvement, when the expense thereof will exceed twenty-five thousand dollars ($25,000.00), may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths (3/5) of the members of the city council then holding office; and

 

WHEREAS, funds are available in the 2019 City Budget Account No. 510-4058-511-3801 in the amount of $263,100; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue a purchase order to Heartland Controls for the purchase of one McCrometer FPI Magmeter in a total amount of $28,010.00.
