SUBJECT:

A Resolution authorizing a Contract with H. Linden & Sons Sewer and Water Inc., 722 E. South St., Unit D, Plano, IL 60545 in the amount of seven hundred ninety-two thousand, seven hundred thirty-four dollars and zero cents ($792,734.00) for the Avon St., S. Lincoln Ave., & Jackson St. Sewer Separation project located in Wards 2 and 4.

PURPOSE:

To install new storm sewer removing stormwater from the combined sewer system along Avon Street at S. 4th Street, Lincoln Avenue between South Avenue and Weston Avenue, and Jackson Street and 2nd Avenue.

BACKGROUND:

These three locations are in the nearby vicinity and were identified as priority locations for separate storm sewer systems.  The Avon Street and S. 4th Street intersection was identified as having a large area tributary to the combined sewer system that was near an existing storm sewer.    Within the last 8 years, storm sewer were constructed on 2nd Avenue, Sperry Court, and 2nd Avenue that didn't have an available storm sewer outlet, so the storm sewers were temporarily connected to the combined storm sewer system.  The proposed storm sewer construction on S. Lincoln Avenue and Jackson Street will provide a connection point for the previous projects removing those flows from the combined sewer system.  A location map is attached as Exhibit A to show the limits of the project.  These projects will help satisfy the requirements associated with the City's Long Term Control Plan and the City's Illinois Environmental Protection Agency Combined Sewer System Overflow Permit.

DISCUSSION:

The proposed improvements have been publicly advertised and bid in conformance with City procedures.  The advertisement for bid is attached as Exhibit B.  Four conforming bids were received, publicly opened and read aloud on August 5, 2019.  The low bidder, H. Linden & Sons Sewer and Water, Inc., has successfully completed similar projects for the City in the past.  The bid tabulation and the lowest bid are attached as exhibits C and D

This contract is subject to the local vendor preference ordinance.  However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance.

The project is budgeted for in 2019 within account 281-1856-512-73-09 (B031, $4,000,000.00 LTCP sewer separation).  Approximately $450,000 will remain unencumbered in the account if this project is approved.

IMPACT STATEMENT:

Each location will experience partial or full roadway closures during the duration of the project.

RECOMMENDATIONS:

I request the proposed resolution be adopted.
