SUBJECT:
A Resolution approving supplemental/addendum #2 with HR Green Inc., for the Galena Boulevard and New York Street Downtown Two-Way Conversion, along with improvements to Broadway Avenue (IL Route 25).

PURPOSE:
To obtain approval of the supplemental/addendum #2 Agreement with HR Green Inc., for the Galena Boulevard and New York Street Downtown Two-Way Conversion, along with improvements to Broadway Avenue (IL Route 25).

BACKGROUND:
An initial contract with HR Green Inc. was executed in July 2016 for the design and IDOT permitting of Downer Place, Galena Boulevard and New York Street Downtown Two-Way Conversion. Supplement (#1) was approved for the same contract in June of 2017, due to added scope and work that required incorporating roadway surface improvements to Broadway Avenue and to accommodate IDOT's scope change request and new traffic counts throughout the corridor.

DISCUSSION:
The supplement/addendum #2, in the amount of $175,300.00 to the original contract, comes with the additional scope change to the project. Based on the new traffic counts, Synchro network models were updated and predicted reducing lanes on Broadway Avenue created congestion. Hence the scope has been revised to widen Broadway Avenue (IL Route 25) by reducing sidewalk width. This work necessitates about 25 to 30 existing sidewalk vaults to be closed and filled, Intersection design studies for state route intersections (New York St, Galena Blvd, Downer Plc and Benton St meeting Broadway Avenue), preparing drainage and water main plan and profiles, overall project plans, specifications and estimates for Broadway widening and resurfacing.
Phase II is anticipated to be completed summer 2020, with anticipated construction late 2020.
