SUBJECT:
A resolution authorizing the Director of Purchasing to enter into an agreement with NES, Inc., 195 Industry Avenue, Frankfort, IL, 60423 in the amount of $150,450 for asbestos abatement at Motel 6.

PURPOSE:
To enter into an agreement to remove all asbestos containing materials from Motel 6 in preparation for demolition.

BACKGROUND:
The City recently purchased the Fox Valley Inn and Motel 6 properties on N Farnsworth Avenue with the intention of demolishing the buildings. In anticipation of the demolition, the City obtained an Asbestos and Lead Paint Survey which was the basis for a subsequent Abatement/Remediation bid request. Asbestos containing materials were discovered, lead paint was not.

A request for bids was published and ten bids were opened and read out loud on April 24, 2019. Based on the bid results and several other factors, including timing and limitations imposed by the initial format of the original RFB, the City elected to reject all ten bids and publish a new, reformatted and rescheduled Request for (re)Bids.

DISCUSSION:
The revised request for bids was published and twelve bids were read aloud on July 17, 2019. Four of the twelve bids were disqualified due to lack of adherence to the requirements presented in the RFB. Of the eight qualified bids received, NES, Inc. was determined to be the lowest responsible bidder for asbestos abatement (including final air quality clearance) at Motel 6 in the amount of $150,450.

This bid was subject to Local Preference but was not an impact on the decision.

The agreement for Asbestos Abatement at Motel 6 (Capital Project J010) will be funded using account 237-1830-465.36-25, which has a 2019 budget of $950,000.

The City's decision to rebid this project resulted in a combined cost of $176,350 to abate the asbestos at Motel 6 and Fox Valley Inn. This is $73,645 less than the low bid of $249,995...
