SUBJECT:

Approve resolution to use NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, as the primary fiber vendor for doing fiber work for the City of Aurora.  Our secondary fiber vendor would be Adesta LLC of Willowbrook IL.  Adesta LLC of Willowbrook IL is the alternate fiber vendor on the Kane County Bid 23-018 for Fiber Optic Support Services.  The City of Aurora currently uses NTI as the vendor for emergency fiber optic repair. 

 

Any fiber optic work done for the city is based on pricing from the Kane County Bid 23-018 for Fiber Optic Support Services awarded on June 12, 2018.  Kane County Bid 23-018 is valid for years 2018, 2019 and 2020.

 

PURPOSE:

NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, has been the Emergency Fiber Repair vendor for the City of Aurora for 2018 and 2019.  NTI National Technologies also performed the fiber optic audit on the City of Aurora’s fiber optic network in 2018.  This has given NTI extensive field knowledge of the City’s fiber optic network. This submission is based on the combination of the competitive rates based on the Kane County Bid 23-018 for Fiber Optic Support Services, and the city's history with NTI's work.

 

BACKGROUND:

NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, has been the Emergency Fiber Repair vendor for the City of Aurora for 2018 and 2019.  NTI National Technologies also performed the fiber optic audit on the City of Aurora’s fiber optic network in 2018. This has given NTI extensive field knowledge of the City’s fiber optic network.  The audit also provided the splicing information that we are in the process of adding to our GIS ArcMap software.

 

Since this is using a local bid we can use, local preference does not apply.

 

The fiber projects are budgeted for year 2019 is account 353-1380-419-73-86 in the amount of $669,000.00.

 

OnLight Aurora, the non-profit agency managing the City's fiber network in accordance with the Master License Agreement, also uses NTI National Technologies when they are putting fiber customers onto the City’s fiber optic network.

 

DISCUSSION:

NTI National Technologies has done extensive fiber work for the City of Aurora and OnLight Aurora. NTI has provided quality service for the City of Aurora, and has given us competitive pricing based on the Kane County Bid 23-018 for Fiber Optic Support Services.  If we would happen to see any pricing that looks like it does not conform to the Kane County Bid, we can ask the other company on the Bid, Adesta LLC of Willowbrook IL for a comparison quote.

 

2019 fiber work with NTI

- Fiber for Kiosk ring $49,145.00

- Fiber for Lincoln Lot security cameras $58,290.00

- Fiber for completion of Naperville 2nd fiber connection $122,000.00

- Fiber for Traffic ATC RT 25 & hand hold replacement $7,925.00

 

2019 budget request for these listed projects $237,360.00, not to exceed $261,096.00 (+ 10% contingency for each listed project)

 

The Fiber for the Kiosk ring at $49,145.00 is an upgrade at the City's discretion to improve Kiosk performance.  The original contract with Smart City Media provided for cellular connection, at no upfront cost.  The City will continue to improve connectivity in the downtown as projects come forward.

 

IMPACT STATEMENT:

By approving this resolution, fiber projects will get completed faster than if we continue to bring each project forward as they come up, which would increase timelines by approximately one month. This request will have a positive impact as the City of Aurora and OnLight Aurora will get the most competitive pricing for any fiber work that is done in the City of Aurora.

 

RECOMMENDATIONS:

Approve resolution to use NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, as the primary fiber vendor for doing fiber work for the City of Aurora, and Adesta LLC of Willowbrook IL as our secondary fiber optic vendor.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, has been the Emergency Fiber Repair vendor for the City of Aurora for 2018 and also 2019.  NTI National Technologies also performed the fiber optic audit on the City of Aurora’s fiber optic network in 2018.  This has given NTI extensive field knowledge of the City’s fiber optic network.  Since the City of Aurora has worked with NTI for several years, and we are getting competitive rates based on the Kane County Bid 23-018 for Fiber Optic Support Services, it is a logical choice for the City of Aurora to use NTI for any fiber optic work that needs to be done in the City of Aurora.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: a resolution to use NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, as the primary fiber vendor for doing fiber work for the City of Aurora, and use Adesta LLC of Willowbrook IL as the City's secondary fiber vendor.
