SUBJECT:

A Resolution to Authorize the Director of Purchasing to Execute the Engineering Agreement with Engineering Enterprises, Inc., 52 Wheeler Road, Sugar Grove, IL 60054, in the amount of $194,586.80 for the Construction Inspection and Material Testing Services for the Eola Road Realignment project (Section Number 17-00318-00-CH).

 

PURPOSE:

This Engineering Agreement will provide Construction Inspection and Material Testing Services for the Eola Road Realignment project.

 

BACKGROUND:

The proposed improvements for the Eola Road Realignment project include the removal of existing Heggs Road from south of the school entrance to US 30 and the construction of Eola Road on a new alignment from south of the school entrance to US 30.  This includes the removal of the existing unsignalized intersection of Heggs Road and US 30, and the construction of a new signalized intersection of Eola Road and US 30 approximately 2,000' north of the existing intersection.  A location map is attached as Exhibit ‘C’.  The construction contract was recently awarded to Berger Excavating Contractors, Inc., in the amount of $2,479,977.72 (R19-203).

 

DISCUSSION:

Due to the complex nature of the project construction and documentation requirements by the Illinois Department of Transportation (IDOT), it is recommended that a full time Resident Engineer be on site to observe construction and provide material inspection.

 

The City published a Qualification Based Selection (QBS) for the Eola Road Realignment Phase III Engineering services on April 25, 2019.  Six (6) firms submitted their qualifications.  Staff reviewed the QBS and determined that Engineering Enterprises, Inc. was the most qualified with the top 3 firm's scores attached as Exhibit 'B'.  Exhibit ‘B’ also has a breakdown of the selection criteria and weighting and the score breakdowns in each category.  Engineering Enterprises, Inc. has successfully completed Phase III Construction Engineering Services on a number of projects for the City, including the 2017 City Wide resurfacing program.  They are proposing the same Resident Engineer on this project as was provided on the 2017 City Wide resurfacing program.

 

The attached Engineering Services Agreement from Engineering Enterprises, Inc. in the amount of $194,586.80 noted as Exhibit 'A' will provide full time construction and material inspection for this project.

 

This followed the Request for Qualifications process and is not subject to the local preference policy.  The funding source, MFT funds, are not subject to the local preference policy. 

 

IDOT requires City Council appropriation of Motor Fuel Taxes prior to expenditure of funds. The IDOT Resolution appropriating MFT funds in the amount of $1,400,000 to cover the City’s share of Construction and Construction Engineering was previously approved with the construction contract award (R19-203).  IDOT will cover applicable construction costs and preliminary and construction engineering costs up to a maximum amount of $1,440,000. 

 

The 2019 City Budget provides $2,859,300 in Account No. 203-4460-431.79-64 (CIP GB066).

 

IMPACT STATEMENT:

Old Heggs Road will be closed for the duration of the project and a detour provided.  US Route 30 will remain open and motorist may experience traffic delays due to the construction. Construction is expected to begin in July and be substantially completed by November.  It is anticipated that the traffic signal construction may be completed in 2020 due to delayed delivery times for mast arm equipment.

 

RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to complete the Eola Road Realignment project with the approximate limits shown and incorporated as Exhibit 'C'; and

 

WHEREAS, it is necessary and desirable to retain a Resident Engineer to provide full time construction and material inspection for this project; and

 

WHEREAS, there is a need for an Engineering Agreement with Engineering Enterprises, Inc., 52 Wheeler Road, Sugar Grove, IL 60560 in an amount not to exceed $194,586.80, a copy of which Agreement is attached hereto and incorporated herein as Exhibit 'A'; and

 

WHEREAS, the 2019 City Budget provides $2,859,300 in CIP GB066 and Account No. 203-4460-431.79-64 (Motor Fuel Tax funds).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the Engineering Agreement with Engineering Enterprises, Inc. as set forth in Exhibit 'A'.
