PURPOSE:
A traffic study for W. Downer Place, in the 1000 block (Fordham Avenue to Elmwood Drive), seeking a parking restriction for Aurora West High School students.

BACKGROUND:
Alderman submitted a signed petition, from the 1000 block residents, complaining about Aurora West High School students parking on the block and making it difficult to access driveways, preventing service vehicle access to homes and causing safety concerns at the intersection of W. Downer Place and Fordham Avenue.

DISCUSSION:
Field checks were performed by staff, checking parking in the 1000 block. On school days, there are approximately 5 to 8 vehicles parked just east of Fordham Avenue, on W. Downer Place. There are existing AM parking restriction signs, for school days, on Fordham Avenue and W. Downer Place (west of Fordham Avenue). Sight lines for the intersection of W. Downer Place and Fordham Avenue are adequate and a check of intersection crash data, 2015 through 2017 revealed zero crashes. Existing parking on the east intersection leg of W. Downer Place is not allowed within 45 feet of the edge of traveled way for Fordham Avenue and within 20 feet from the east intersection crosswalk. Staff did not witness vehicle/pedestrian conflicts during field checks. Furthermore, staff did not witness blocked driveways by parked vehicles. Home driveway access, in the 1000 block of W. Downer Place, benefit from long driveways, which aid sight lines and the existing boulevard median, which reduces traveling vehicles to one direction on W. Downer Place, therefore reducing conflicting vehicles vs. two directions of travel. The submitted petition referenced parking restriction signs existed for the 1000 block of W.
