PURPOSE:

A traffic study for Jackson Street, Bardwell Street to Downer Place to determine need for additional speed limit signage. 

 

BACKGROUND:

Resident submitted PS # 3551620, complaining about motorist driving carelessly, not paying attention to speed limit and pedestrian school children.

 

DISCUSSION:

Jackson Street is classified as a minor collector with the exception of the segment between 5th Avenue and North Avenue, where classification is a major collector. Jackson Street is approximately 34 feet width, north of Parker Avenue and 24 feet in width south of Parker Avenue, with a 25 mph speed limit.  On street parking and sidewalk exist on both sides for the majority of Jackson Street.

A speed study was performed on Jackson Street, between 5th Avenue and Hoyles Avenue, to collect free flow vehicle speeds away from the influence of all-way stop intersections. An average vehicle speed of 28 MPH resulted from the study. Speed of vehicles near the schools on Jackson Street are limited by the presence of all-way stop controlled intersections and vehicle congestion during student pick-up and drop-off periods.  Speed limit signage is prevalent for both directions of Jackson Street except between Binder Street and 5th Avenue. 

 

IMPACT STATEMENT:

Street Department and APD resources. 

 

RECOMMENDATIONS:

 Staff recommends placement of northbound and southbound 25 MPH speed limit signs, on Jackson Street, near 7th Avenue. Also, recommend random, selective speed enforcement by APD.
