SUBJECT:
A resolution to allow the Director of Procurement to execute a contract with J. Congdon Sewer Service, Inc. of 170-A Alexandra Way, Carol Stream, IL 60188 in the amount of $497,497.00 for the Sard Avenue Water Main Replacement Project in Ward 4. See Exhibit A for a location map.

PURPOSE:
To execute a contract with J. Congdon Sewer Service, Inc. for replacement of approximately 1,900 feet of water main.

BACKGROUND:
Over the past few years, there have been numerous complaints of rusty water from property owners in the project area, including residents and St. Peter's School. This project extends south from Arnold Avenue to the existing dead end water main, which lies just beyond the City limits. Staff is coordinating with the City of Montgomery regarding Aurora's construction of the portion of the project located outside the City limits. The City of Montgomery is considering a potential future interconnect with Aurora's water distribution network at this location.

The Sard Avenue Water Main Replacement project was advertised publicly. Exhibit B is a copy of the project advertisement. The bids were received, opened, and read aloud on April 26, 2017. The nine qualifying bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from J. Congdon Sewer Service, Inc.

DISCUSSION:
Project IC076 account 510-4058-511.73-02 has sufficient funds for this project.

IMPACT STATEMENT:
Temporary water shutdowns can be expected during construction. Residents will be notified in advance and shutdowns are generally limited to just a few hours during the daytime. Traffic will be disrupted during construction, but to minimize the impact, construction is scheduled to occur after the end of St. Peter's current school year and before the start of the next school year. Sard Avenue will be closed to through traffic during construction.
