SUBJECT:
A Resolution Authorizing the Mayor and City Clerk to Execute a One-Year Extension of the Direct Aviation Operating Agreement between Executive Flight Management (EFM) and the City of Aurora.

PURPOSE:
To obtain authorization for the Mayor and City Clerk to execute a one-year extension of a direct operating agreement between Executive Flight Management (EFM) and the City of Aurora.

BACKGROUND:
Pursuant to Resolutions R10-285, R13-002 and R15-016, the City of Aurora and Executive Flight Management entered into a Direct Aviation Operating Agreement and has authorized an extension of the said Agreement. That Agreement is expired and EFM desires to extend the Agreement.

DISCUSSION:
The Aurora Advisory Board unanimously approved a recommendation for this extension. EFM has operated on the Aurora Municipal Airport since 2001. An attached letter requests an extension to their expired lease. EFM offers aircraft management, charters, and maintenance. It also serves as an aviation resource. Their credentials include Federal Aviation Regulations 91, 135, 121 and 145 for business and transport aircraft operations. They also offer specific expertise on Boeing, Gulfstream, Bombardier, Dassault, Cessna, Raytheon and Embraer ranging from turbo props to light medium, heavy and transport jet aircraft.

IMPACT STATEMENT:
EFM would continue to diversify the aviation services available at the Aurora Municipal Airport. There is no negative impact to extending this agreement.

RECOMMENDATIONS:
I concur with the Aurora Advisory Board's recommendation to offer a one-year extension to EFM's Direct Operating Agreement."
