A Resolution consenting to the assignment of an aviation operating agreement at the Aurora Municipal Airport between the City of Aurora and TEAM Advantage Inc.
PURPOSE:
To obtain City Council approval; of an assignment of an aviation operating agreement between the City of Aurora and TEAM Advantage.
BACKGROUND:
TEAM Advantage Inc. is seeking to move its base operations to the Aurora Airport. They provide aircraft maintenance and other related services to some clients already located at the Aurora Airport. The Aurora Airport Advisory Board unanimously voted to approve this request and the attached contract which was drafted by an attorney commissioned by the City. This company has an excellent reputation and is known to individuals and businesses at the airport.
DISCUSSION:
As is standard, TEAM Advantage Inc. would pay a percentage of their annual revenue to the City of Aurora as outlined in the attached contract. A move to the Aurora Airport will allow them to better serve existing clients, based at Aurora. It is also anticipated that that by granting this agreement, their business will help to maintain or increase the level of fuel purchased at the airport.
IMPACT STATEMENT:
TEAM Advantage Inc. is not seeking to provide on-call services to general airport users and would not negatively impact existing businesses.
RECOMMENDATIONS:
I concur with the Advisory Board's recommendation to approve this agreement.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City owns, operates, and maintains the Aurora Municipal Airport;
WHEREAS, TEAM Advantage Inc. desires to operate a jet and helicopter maintenance business at the Aurora Municipal Airport; and
WHEREAS, the Aurora Municipal Airport Advisory Board has recommended the assignment of an agreement between the City of Aurora and TEAM Advantage Inc.)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council of Aurora does hereby approve the Limited Operator Contract between the City of Aurora and TEAM Advantage, Inc.
