SUBJECT:
Requesting approval of an outdoor seating area (Tivoli Plaza) as part of a temporary liquor license extension for Ballydoyle Irish Pub and Restaurant. Also, the request is to allow for food and liquor sales until 11:30 PM rather than the 10:00 PM allowed in 2016. However, outdoor music will still not be permitted beyond 10:00PM.

PURPOSE:
To allow for food, beverage, and entertainment outdoor at the City-owned Tivoli Plaza between the dates of May 5 to September 27, 2017. This will give Ballydoyle patrons options to sit indoors in the restaurant or outside in the plaza. The additional outdoor evening hours would help to capture patrons of RiverEdge Park once the music venue closes for the evening.

BACKGROUND:
In response to the success of the use of the Tivoli Plaza in 2016, Ballydoyle has again asked for the use of the Plaza for the summer of 2017.

DISCUSSION:
Improvements will be made to the Ballydoyle deck as well as to the barriers separating the licensed area, among others.

IMPACT STATEMENT:
This request should have a minimal impact on City services, rather, it will add another option to the downtown's entertainment districts.

RECOMMENDATIONS:
It is recommended that the License Agreement for Temporary Use of the Tivoli Plaza be approved.
