SUBJECT:

A resolution to award the W. New York Street & Spruce Street Sewer Separation Improvement Project to H. Linden & Sons Sewer and Water, Inc. located in Wards 4 & 6.

 

PURPOSE:

To provide sewer separation to the watershed reducing the frequency of basement back-ups in the neighborhood and to construct a new sanitary sewer on Spruce Street to be in compliance with the City’s latest design standards.

 

BACKGROUND:

The three block area for this project along West New York and Spruce Streets from South Highland Avenue to Blackhawk Street (See Location Map - Exhibit D), is within the City’s Combined Sewer System area.  This location has previously been identified as a project area to comply with the City’s Long Term Control Plan.  In 2015 a project for this area involving the installation of rain gardens was developed and bid.  At that time, prices came in higher than estimated and additional design measures were reviewed.  While the raingardens would have reduced the amount of stormwater entering the combined sewer system, it would do very little to alleviate basement backups in the area.  It was therefore decided that a more effective project for this area would be sewer separation.  The advantages of sewer separation for this project site are that it reduces flow into the combined sewer more effectively than rain gardens, it is more effective at reducing basement backups and it doesn’t require the long term maintenance costs associated with rain gardens.  Additionally, two small sections of sanitary sewer will be relocated to be in compliance with the City’s latest design standards.

 

DISCUSSION:

Bids were opened and read aloud on February 20, 2017.  The tabulation of the 10 bids received is attached as Exhibit A.  The lowest bid, in the amount of seven hundred seventy four thousand, seven hundred fifty-four dollars and twenty cents ($774,754.20), was submitted by H. Linden & Sons Sewer and Water, Inc.  In addition, the advertisement for bid and H. Linden's submitted bid are attached as Exhibits B & C.

 

The storm sewer improvements will be funded with account 280-1852-512-81-23 in the amount of $591,000 and account 281-1852-512-81-31 in the amount of $118,603.20.  The sanitary sewer improvements will be funded with account 510-4063-511-73-14 in the amount of $65,151.00.

 

IMPACT STATEMENT:

The construction of the improvements will cause temporary closures of W. New York Street, Spruce Street, May Street, View Street, and Blackhawk Street to thru traffic during installation of the storm sewer and sanitary sewer on Spruce Street.  Residents will not experience a disruption to their sanitary service during installation of the sanitary sewer improvements.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, bids were received, opened and read aloud on February 20, 2017 and H. Linden & Sons Sewer and Water Inc. was the lowest responsible bidder out of 10 bids submitted;

 

WHEREAS, the improvements will provide Sewer Separation to the watershed and a run of new sanitary sewer will be installed on Spruce Street;

 

WHEREAS, the storm sewer improvements will be funded with account 280-1852-512-81-23 in the amount of $591,000 and account 281-1852-512-81-31 in the amount of $118,603.20.  The sanitary sewer improvements will be funded with account 510-4063-511-73-14 in the amount of $65,151.00.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Procurement is hereby authorized to execute a contract with H. Linden & Sons Sewer and Water, Inc. in the amount of seven hundred seventy four thousand, seven hundred fifty-four dollars and twenty cents ($774,754.20).
