SUBJECT:

Resolution to award a contract for the Fox Valley East Booster Station Generator Improvements project for the Water Production Division

 

PURPOSE:

To obtain City Council approval to award a contract to Volt Electric, Inc. (Volt) for the Fox Valley East Booster Station Generator Improvements project for the Water Production Division (WPD) in an amount of $ 68,544.00.

 

BACKGROUND:

The Fox Valley East Booster Station (FVE) has been in operation for approximately 40 years and provides water service and pressure to the city's High Pressure System.  Currently, this location is served by two separate and independent electricity feeds from ComEd via two separate and independent ComEd substations.  As part of the WPD's ongoing disaster preparedness and planning process, the WPD has identified this location as being one of the most important facilities after the actual Water Treatment Plant (WTP) itself.  As part of this preparedness planning work, the WPD believes that the electrical supply for this station should be fortified with a quick-connection to allow a rented generator to be installed quickly and easily in case power cannot be provided to the location on a long-term basis.

 

As such, it was identified that a rental generator quick-connection can fairly easily be installed to meet the full power requirements for the facility (480 volt; 1,200 amp).  Accordingly, the WPD hired an outside engineer to design this work and to provide an estimate of construction costs.  The City Council was notified of the proposed project via Legistar Case No. 16-01008 (Information Only).

 

The contract to perform the rehabilitation work was publically advertised on January 15, 2017 (Bid No. 17-02) and bids were opened on February 8, 2017.  A total of two bids were received and a bid tabulation is attached.

 

The total range of bids received was from $ 68,544.00 to $ 94,700.00.  Crawford, Murphy & Tilly, Inc. (CMT), the project consultant, provided an engineer’s estimate of $ 72,000 for this project.  This estimate is $ 3,500 more than the lowest bid amount (5% more), but the difference in cost is quite small.  Thus, even with only two bids received, due to the closeness of the engineer's estimate with the lowest bid, the WPD believes the bids accurately and fairly reflect the probable construction cost for this project.

 

 

DISCUSSION:

Volt submitted the lowest, responsive, responsible bid, in the amount of $ 68,544.00.  Based on references provided with the bid and subsequently contacted by CMT, Volt has successfully completed similar electrical improvement projects of this scope and nature.  Therefore, the WPD recommends Volt as the lowest responsive, responsible bidder for this project.

 

Funding is available in the WPD's budget account 510-4058-511-38-01 in the 2017 calendar year city budget.

 

 

IMPACT STATEMENT:

None.

 

RECOMMENDATIONS:

That a contract be awarded to Volt Electric, Inc., in the amount of $ 68,544.00 for the Fox Valley East Booster Station Generator Improvements project for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for their review and approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water Production Division seeks to complete an electricity generator connection improvement at the Fox Valley East Booster Station, located at 3244 Richland Court, Aurora, Illinois; and

 

WHEREAS, bids were advertised, received, and publicly opened and read on February 8, 2017, for the Fox Valley East Booster Station Generator Improvements, Bid No. 17-02; and

 

WHEREAS, Volt Electric, Inc., is the lowest, responsive, responsible bidder in the amount of $ 68,544.00; and

 

WHEREAS, budgetary authority is granted and funds are available in the 2017 City Budget in Account No. 510-4058-511-38-01;

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that its Director of Procurement be and is hereby authorized to enter into a contract and issue purchase orders for the Fox Valley East Booster Station Generator Improvements project, to Volt Electric, Inc., as bid per the contract documents, in a total amount of $ 68,544.00.
