SUBJECT:
Resolution to award a contract for the Fox Valley East Booster Station Generator Improvements project for the Water Production Division

PURPOSE:
To obtain City Council approval to award a contract to Volt Electric, Inc. (Volt) for the Fox Valley East Booster Station Generator Improvements project for the Water Production Division (WPD) in an amount of $ 68,544.00.

BACKGROUND:
The Fox Valley East Booster Station (FVE) has been in operation for approximately 40 years and provides water service and pressure to the city's High Pressure System. Currently, this location is served by two separate and independent electricity feeds from ComEd via two separate and independent ComEd substations. As part of the WPD's ongoing disaster preparedness and planning process, the WPD has identified this location as being one of the most important facilities after the actual Water Treatment Plant (WTP) itself. As part of this preparedness planning work, the WPD believes that the electrical supply for this station should be fortified with a quick-connection to allow a rented generator to be installed quickly and easily in case power cannot be provided to the location on a long-term basis.

As such, it was identified that a rental generator quick-connection can fairly easily be installed to meet the full power requirements for the facility (480 volt; 1,200 amp). Accordingly, the WPD hired an outside engineer to design this work and to provide an estimate of construction costs. The City Council was notified of the proposed project via Legistar Case No. 16-01008 (Information Only).

The contract to perform the rehabilitation work was publically advertised on January 15, 2017 (Bid No. 17-02) and bids were opened on February 8, 2017. A total of two bids were received and a bid tabulation is attached.
