SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class O - Banquet Hall license for the number of Class O licenses to 2.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
ABJ, LLC, d/b/a Belle Salle Banquets, located at 1920 E. New York Street, has submitted a liquor license application for a Class O license for the purpose of serving liquor by the glass only to attendees of a banquet on the premises while guests are seated at tables. The applicant currently has a Class E liquor license at the location, however, the ownership structure has changed with one partner purchasing the membership interest of the other partner and the Class O is a better fit for the business model.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the licenses by the Commissioner. City staff has been working with the business representatives to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met. The license will not be issued until all documents regarding the purchase of the other partner is received by the City. The closing is anticipated to occur prior to the end of December.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
I am recommending that this resolution be referred to the December 13, 2016 meeting of the Government Operations Committee for consideration.
