SUBJECT:
Finance Committee approval to retain the services of R. C. Wegman of Aurora, IL. for the construction phase of replacement fire station #7 in 2017 pending the approval of the 2017 budget.

PURPOSE:
The retention of a Construction Manager is needed during the 2017 construction of replacement fire station #7 to oversee the bidding and construction process.

BACKGROUND:
A Capital Improvement Plan for the replacement of fire station #7, built in 1957, was originally submitted in 2007. The plan proposed that the design and engineering phase of the project take place in one year followed by building construction during the next year. Funds were approved in the 2016 budget to move forward with the design and engineering phase of the project which has been completed. Retaining a Construction Manager to coordinate with the architect was done to assure competent oversight of the project from design to completion. Construction Management firms responding to a Request for Proposal were evaluated by a selection committee. The committee recommended R. C. Wegman as the Construction Manager for the project. R. C. Wegman of Aurora, IL. has provided the Construction Management services for various construction projects for the City of Aurora with satisfactory results.

DISCUSSION:
The completion of the design and engineering phase of the Fire Station #7 project will allow construction to begin in 2017 pending approval of the 2017 budget. Construction of a new station will address the various issues of a 57 year-old building such as limited space for parking modern fire apparatus, building mortar deterioration, as well as aged plumbing, electrical systems and infrastructure.
