SUBJECT:
A Resolution Authorizing the Acceptance of Bid Pricing from Various Contractors for Supplemental Snow Removal Services and Snow and Ice Control Services for a two year contract with optional two additional one-year extensions for the Division of Street Maintenance.

PURPOSE:
To obtain City Council approval to accept the bids from various contractors for supplemental snow removal services and snow and ice control services for public roadways through the 2020 winter season.

BACKGROUND:
For more than two decades, the Street Division has contracted snow and ice control services and supplemental snow removal services. To maintain the high level of service of past years, contracting outside services for snow operations is necessary to augment City crews

DISCUSSION:
The City has solicited requests for proposals for both "Supplemental Snow Removal Services"(RFP 16-27) to augment our snow plowing operations in residential areas during heavier snow storms and "Snow and Ice Control Services on Public Streets" (RFP 16-28) for contractors who will be assigned a snow route(s) and are required to respond in the same manner as City crews during snow and ice control operations. All of the contractors who submitted bids with the exception of Beverly Snow and Ice, Inc. have positive on-going working relationships with the City. References for Beverly Snow and Ice, Inc. have been contacted and responses received are favorable . As a result, we are recommending all of the contractors listed on the bid tabulation for Request for Proposals 16-27 and 16-28. Dollars have been appropriated for this expenditure in account 101-4460-431-36.01.

IMPACT STATEMENT:
Without the use of private contractors the clearing of snow and ice from public streets would be severely impacted and the timeliness of snow removal operations would be delayed.
