PURPOSE:

A Traffic Study for the Foran Lane and New Haven Avenue intersection to determine traffic calming options. 

 

BACKGROUND:

A Resident submitted ACR Case ID 142360 expressing concern about possible speeding on Foran Lane through the New Haven Avenue intersection. 

 

DISCUSSION:

Both roadways are classified as residential and have speed limits of 25 mph.  All have curb and gutters, as well as sidewalks all around. Both have the standard residential street width of 29.5-ft.  Southbound Foran Lane has NO PARKING ANY TIME on the west side, allowing for vehicles to move freely.  There is 2-way STOP signage, with New Haven Avenue having to stop.

 

A week long measurement revealed Foran Lane has an ADT of 1,450 veh/day.  Mean speed on Foran was 28 mph, while the 85th percentile speed was 33 mph, and the median speed was 28 mph.

 

MUTCD guidelines were not met for installation of an all way stop.   However, staff will continue to monitor crash history for a potential warrant trigger.

 

A three year crash history was reviewed for this intersection.  The intersection has not seen more than one crash per year and had no crashes in 2015.  An installation of an all way stop may increase the number of crashes.

 

IMPACT STATEMENT:

No impact. 

 

RECOMMENDATIONS:

 Staff recommends denial.
