SUBJECT:
A Resolution approving a Preliminary Plan for Butterfield Phase II Unit 4C being vacant land located south of Ferry Road between Frieder Lane and Meridian Road (Old Dominion Freight Line, Inc. - 15-01145 / NA04/1-15.226-Ppn/Psd/R - AM - Ward 10)

PURPOSE:
The Petitioner, Old Dominion Freight Line, Inc., is requesting approval of a Preliminary Plan on Lot 402 of Butterfield Phase II Unit 4C located at the southeast corner of Ferry Road and Meridian Road for a Motor Truck Terminal (3310) which includes a newly constructed 53,200 square foot facility and required stormwater detention on a 17.64 acre lot.

BACKGROUND:
The Subject Property is located south of Ferry Road between Frieder Lane and Meridian Road. The majority of the property (12.65 acres) was previously annexed and rezoned under the Butterfield Planned Development District, the remaining acres is being proposed to be annexed and rezoned under the same planned development concurrently with this petition. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.

The details of the proposal include the construction of a new 53,200 square foot motor truck terminal, the extension of City water lines, extension of sewer service from the existing Lift Station, roadway improvements for Meridian Road and Sunrise Road and a stormwater detention pond.

Concurrently with this proposal, the Petitioner is proposing a Preliminary Plat revision of Butterfield Phase II Unit 4C and an Annexation Agreement and Annexation of 4.96 acres of the Subject Property.

DISCUSSION:
Staff has reviewed the Preliminary Plan petition and have sent comments back to the petitioner on those submittals, with the exception of the items mentioned in the Staff Recommendation listed below.
