PURPOSE:
The petitioner, ROC Westbrook, LLC, on behalf of Abundant Life Family Church, is proposing a Church Site Plan Review for a 13,060 square foot building on 1.40 acres for a religious place of worship at 4000 Westbrook Drive.

BACKGROUND:
The Church Site Plan Review petition was referred by City Council to the Planning & Zoning Division on January 14, 2014

DISCUSSION:
PROPOSAL: Abundant Life Family Church is requesting a Church Site Plan Review for an existing 13,060 square foot building at 4000 Westbrook Drive. The AZO allows religious institutions in all zoning districts provided certain conditions are met. If they are all met, then a Church Site Plan Review petition, with a public meeting at the Planning Commission, is required to review any site planning issues.
EVALUATION: The proposed use will get an active user into this vacant and deteriorating structure. The building will be upgraded where necessary, the parking lot will be maintained, and new landscaping will be supplemented. Abundant Life Family Church has been ministering in the City of Aurora since 1990. The proposed use will not result in traffic congestion, will not impact adjacent properties, and all utilities and infrastructure are already in place. The petitioner meets all other criteria for location of a religious institution.

IMPACT STATEMENT:
This project will not have any negative impact on the public or other Departments of the City.

RECOMMENDATIONS:
The Planning Commission recommends approval of the Church Site Plan Review for 4000 Westbrook Drive.
