SUBJECT:
A Resolution authorizing execution of a supplemental Motor Fuel Tax resolution appropriating $600,000 of Motor Fuel Tax funds (MFT Section No. 19-00000-00-GM) for snow removal operations in 2019.

PURPOSE:
To appropriate additional Motor Fuel Tax (MFT) Funds related to snow removal operations for the 2019 calendar year.

BACKGROUND:
Annually, the City estimates the amount of snow removal chemicals that will be required. The 2019 budget includes $1,170,000 for snow removal ($1,150,000 for sodium chloride (rock salt) and $20,000 for liquid calcium chloride (pre-wetting agent)) which were authorized as R18-333. Due to the severity of the winter in early 2019, an additional $600,000 of MFT funds will be requested to allow flexibility for additional expenditures. In order to fill the City's salt storage facilities in advance of the winter season, it is anticipated that additional funds above and beyond the 2019 budget of $1,150,000 for salt will be required and that a budget amendment will be processed. Any unused funds will be returned to the City's unobligated MFT balance.

These expenditures are budgeted for in 2019 within account 203-4460-431-65.32 (Salt) and 203-4460-431-65.33 (Calcium Chloride).

DISCUSSION:
In accordance with the Illinois Department of Transportation's Bureau of Local Roads and Streets, the Local Public Agency is required to adopt a Supplemental Resolution if the actual cost of maintenance exceeds the total amount of MFT funds appropriated.
Actual Motor Fuel Tax Funds used is dependent on the severity of the winter weather. Any funds authorized but not expended are returned to the City's unobligated balance.

IMPACT STATEMENT:
Approval of this resolution will provide the City with the necessary materials to perform proper snow and ice control on city streets for the remainder of the 2019 calendar year.
