A Resolution to Purchase 1100 Additional SmartPoint Transceivers Units to Wirelessly Read Water Meters thereby Amending Resolution R13-123.

PURPOSE:
The SmartPoint transceiver unit is required to enable the billing division to wirelessly read the Sensus water meter. A plan is to incrementally replace the existing units which remain from the initial installations in 1999-2001 is being formulated. In the meantime we are experiencing an increased number of units that the billing division is unable to read.
BACKGROUND:
The initial estimate of transceivers needed for the year was insufficient. The rate of battery failure in the existing units along with increased appointments has precipitated a need for additional purchases.
DISCUSSION:
The cost per SmartPoint Transceiver is $120.00 The unit cost is discounted by $10 based upon trading in of an older model; bring the actual cost to $110.00 each. The amount to purchase the additional units should not exceed $121,000.00. Funding is available in the Water & Sewer Fund of the 2013 budget , account number 510-4471-511-65-50 .
IMPACT STATEMENT:
ยท Customer service and satisfaction would be impacted due to water bills having to be estimated for a minimum of two billing cycles or four months.
RECOMMENDATIONS:
If approved please forward to the finance committee in time for the December 10, 2013 committee meeting.
