A Resolution Authorizing an Intergovernmental Agreement between the City of Aurora and East Aurora School District No. 131 regarding School Developmental Impact Fees (East Aurora School District No. 131 - 17-00213 / KDWK-17.029-AG/IGA - TV)
PURPOSE:
Attached is a resolution authorizing the execution of an intergovernmental agreement with the East Aurora School District No. 131 to establish school developmental impact fees.
BACKGROUND:
The City Council adopted an Ordinance on December 12, 2000, by Ordinance Number O00-181, which provided for contributions in the form of impact fees to be paid to or on behalf of any school district located in whole or part in Aurora from certain owners, located within such school district in order to help address demands on such school districts to provide classrooms, teachers, and educational materials.
DISCUSSION:
A school impact fee, by definition, is a fee that is imposed by a local government for the benefit of a local school district to help offset the cost of providing services as a result of new development. The City recognizes that growth, particularly residential growth, does and will have an immediate impact on the school districts located within the City of Aurora. School districts have demonstrated that such applicable new development in the City create a real and demonstrated need for new and or expanded school buildings, teachers and educational materials. For Aurora, impact fees are based upon a combination of the number of bedrooms and construction value of each residential dwelling unit. Impact fees are a one-time fee paid at the time of issuance of the transfer tax for each new unit. The impact fee schedule proposed by East Aurora School District No. 131 is Exhibit "A" in Ordinance No. O2000-181.
