Borealis Terrace Drainage Improvements

PURPOSE:
Request to proceed with appropriate procurement procedures utilizing BGI funds to address drainage issues in the Borealis Terrace neighborhood in Ward 1. See Exhibit A for a location map.
BACKGROUND:
The Borealis Terrace neighborhood has experienced drainage issues for some time. Drainage improvements in 2014-2015 re-directed stormwater away from the neighborhood, which has reduced the severity of flooding, but drainage problems persist and additional improvements can be made.
DISCUSSION:
Higher capacity storm drains would reduce the amount of overland flow in the gutters. A flared-end section at the west end of Constellation Drive would make the storm drains less likely to be clogged by crop residue. Finally, stormwater that collects on Austin Avenue could be better contained in the right-of-way by eliminating depressed curbs and by adding driveway berms. A preliminary estimate of the cost of these improvements is $85,000. Funds are budgeted in the Stormwater Management Fund account number 280-1852-512.81-01, Project #B010 for $200,000.
The BGI Committee Projects account has a current balance of $190,070.00. If directed to do so, staff will prepare the plans and specifications necessary for bidding these improvements.
IMPACT STATEMENT:
Preparing bidding documents would have no impact on the public.
RECOMMENDATIONS:
Staff recommends proceeding with the preparation of plans and specifications for bidding these improvements.
