SUBJECT:
A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and AFSCME 1514 from January 1, 2025, to December 31, 2028.

PURPOSE:
To obtain authorization to execute a labor agreement between the City of Aurora and AFSCME 1514.

BACKGROUND:
The AFSCME 1514 contract expired on December 31, 2024. Negotiations began in January 2025 between the City of Aurora and AFSCME 1514.

DISCUSSION:
The tentative agreement between the city and union includes full support of the union executive board. Highlights of negotiated terms include a 4% increase for 2025, 2026, 2027, and 2028.

The agreement also includes language clarifying current city practices and clean up language.

A summary of the changes, wage schedule and final contract are attached.

RECOMMENDATIONS:
That the City Council authorize the execution of Labor Agreement Between the City of Aurora and AFSCME 1514, for the period of January 1, 2025, through December 31, 2028.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
