SUBJECT:
An Ordinance adopting substantive provisions of Division 5 of Article V of Chapter 2 of the Code of Ordinances of the City of Aurora, Illinois pertaining to Local Preference in Bidding for City Contracts.
PURPOSE:
To adopt the substantive provisions of the local preference policy discussed by the City Council at its June 26, 2018 meeting.
BACKGROUND:
Following weeks of discussion, the City Council reached a consensus as to the content of an ordinance authorizing a preference for local bidders for City-issued contracts and adopted what became O18-057 on an 11-0 vote at its June 26, 2018 meeting. Unfortunately, the final contents of the policy were never made part of the ordinance or included as an exhibit. As a result, and as adopted, O18-057 merely created a new division heading in the City Code with no substantive provisions.
DISCUSSION:
This proposed ordinance, if adopted, would amend the new Division 5 created by O18-057 by adding to it the substantive provisions of the local preference policy the Council considered on June 26, 2018.
IMPACT STATEMENT:
Adoption of this ordinance corrects what effectively was a scrivener's error in the text of O18-057 in its omission of language incorporating the substantive provisions of local preference policy as an exhibit and will allow the new program to commence as scheduled in September as the Council contemplated previously.
RECOMMENDATIONS:
That the Council approve this Ordinance.
