A resolution awarding the Montgomery Rd & Meadowbrook Dr/W. White Eagle Dr Traffic Signal Installation project to H & H Electric Company
PURPOSE:
To award the Montgomery Rd & Meadowbrook Dr/W. White Eagle Dr Traffic Signal Installation project to the low bidder, H & H Electric Company
BACKGROUND:
The project is for the installation of traffic signals, at the intersection of Montgomery Road and Meadowbrook Drive/ W. White Eagle Drive, installation of fiber optic cable interconnect along Montgomery Road, from Frontenac Road to Meadowbrook Drive/ W. White Eagle Drive, concrete sidewalk, curb & gutter and other miscellaneous work in accordance with the plans and specifications.
DISCUSSION:
The subject, new, traffic signal will be constructed and interconnected to the City's Central Traffic Signal Network. This will allow the City to remotely retrieve data and video from the subject intersection. Project will provide pedestrian signals, crosswalks, sidewalk and curb ramps.
The bid was advertised April 28, 2019 and 27 contractors/bid firms viewed the documents from the city's website. The City received four bids and the low bidder was H & H Electric Company at $ 273,718.85, approximately 30% below the Engineer's estimate of $ 388,264.50. One vendor did not meet the IDOT pre-qualification requirement and therefore cannot be considered.
The local preference ordinance does apply to this bid, however no local firms submitted a bid.
The 2019 budget provides $400,000 in account 340-4020-418.38-22. CIP GC077 was estimated at $300,000 for this project.
IMPACT STATEMENT:
Maintenance & energy costs for proposed traffic signal, approximately $200 per month.
RECOMMENDATIONS:
Staff recommends approval of award to the low bidder H & H Electric Company.
