SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class N - Specialty Package licenses by one (1) license, increasing the total maximum number of Class N to 2.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
Nothing But Winers, Inc., dba Nothing But Winers located at 1515 Butterfield Road, Suite 111, Aurora, Illinois, submitted a liquor license application seeking a Class N license for the purpose to sell to the general public alcoholic liquor in original packages only, for consumption off the premises where sold.

Nothing But Winers is a specialty wine and craft beer store that intends to open in October 2015 in the Butterfield Village Center. It is the first retail endeavor by the owner. The owner has submitted a complete application packet for consideration of a liquor license for the location.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owner to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
It is recommended that this resolution be referred to the Government Operations Committee for consideration at its meeting to be held on September 22, 2015.
