PURPOSE:
A Parking Study for Westmoor Vintage Apartments at 1 S. View Street to possibly open up on-street parking spaces on S. View Street.
BACKGROUND:
Alderman Donnell submitted an E-mail (10/25/17) siting multiple resident requests for more on-street parking, on View Street between Galena and Downer.
DISCUSSION:
The apartment building on the southwest corner of W. Galena Blvd. and S. View Street was built before motor vehicle parking became a recognized design factor. Today, the apartment residents have no convenient on-street parking. View Street south of W. Galena Blvd. is completely lined with yellow curb to Downer, making convenient parking scarce. Downer Place residents complain of View Street apartment dwellers parking in front of their homes.
The View Street roadway is approximately 35' wide, which could accommodate parking on both sides of View, with room for two way traffic.
Looking into why parking is prohibited, for the entire block of View from Galena to Downer, suggests these restrictions may be eased. Parking restrictions on View will remain for 30 feet from the Stop sign at Downer, as well as 150 feet south of the stop-bar at the signalized intersection of Galena. Plus, no parking will still be in effect for 5' of either side of all drive approaches. Regarding the parking restrictions to remain, this section of View Street could support parking for an estimated 10 to 12 vehicles.
IMPACT STATEMENT:
Operations would be responsible for removing yellow curb and maintaining remaining yellow curb.
RECOMMENDATIONS:
Staff recommends allowing on-street parking on S. View Street, from Downer to Galena, by limiting yellow curb as described above. "Parking restrictions on View will rem...
