SUBJECT:
A Resolution designating Rev. Dr. Martin Luther King, Jr. birthday as a paid holiday for City of Aurora employees.

PURPOSE:
To designate Rev. Dr. Martin Luther King Jr. birthday as a paid holiday for City of Aurora employees beginning January 2019.

BACKGROUND:
The Rev. Dr. Martin Luther King birthday is a federal and state recognized holiday. In addition, this year is the 50 yr. anniversary of his death.

DISCUSSION:
In commemoration of Rev. Martin Luther King, Jr. birthday, a recommendation is being put forth to designate Rev. Dr. Martin Luther King Jr. birthday as a paid holiday. His contribution in improving and empowering the lives of all people is unprecedented. All City collective bargaining groups, that do not currently have the day as a paid holiday, have confirmed their support for this initiative. Each group will have the additional designated holiday included as part of their respective bargaining agreement.

RECOMMENDATIONS:
Place on the Finance Committee calendar July 10, 2018 for subsequent approval by the City Council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, it is now officially observed...
