SUBJECT:
Nomination of Robert J. O'Connor to be Acting Mayor.

PURPOSE:
It is the desire of the Mayor and City Council for Robert J. O'Connor to be named as Acting Mayor.

BACKGROUND:
Pursuant to 65 ILCS 5/3.1-10-50, the Mayor and City Council have determined that Alderman Robert J. O'Connor meets the qualifications to perform as Acting Mayor. A nomination is the first step required prior to the appointment of a person to the position of Acting Mayor.

DISCUSSION:
Mayor Thomas J. Weisner has submitted his unconditional resignation on September 23, 2016, to be effective at the adjournment of the Committee of the Whole Meeting on November 1, 2016. If approved, Robert J. O'Connor would serve in the position of Acting Mayor until a new mayor is elected and duly qualified pursuant to the general municipal election on April 4, 2017.

IMPACT STATEMENT:
A nomination of Robert J. O'Connor will allow for City Council Members to act on the subsequent appointment of Acting Mayor at a Special City Council Meeting on November 1, 2016 .

RECOMMENDATIONS:
The proposed resolution is requested to be adopted at the Tuesday, September 27, 2016 City Council Meeting.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
