SUBJECT:
Resolution Authorizing the City to Execute the Engineering Agreement with Engineering Enterprises, Inc., 52 Wheeler Road, Sugar Grove, IL, 60554 for the Farnswood Subdivision and McClure Road Drainage Improvements.

PURPOSE:
To obtain authorization to execute a contract with Engineering Enterprises Inc. for professional engineering and construction services.

BACKGROUND:
Farnswood Subdivision, located north of Reckinger Road near McClure Road experiences chronic flooding when the existing on-site and roadway storm sewer systems are overwhelmed during storm events. Residents have had water in their garages and homes, most recently occurring on June 15, 2015. The subdivision was platted in the early 1970's, prior to modern stormwater management. In addition to flooding in the subdivision, McClure Road has to be temporarily closed due to standing water, restricting residents and emergency vehicles access.

Based on topographic information, site visits and preliminary analysis, there are several factors that contribute to flooding in this area. These factors includes; un-detained runoff draining to an existing closed depression (sag point) in the roadway/subdivision, no defined overland flood route, and undersized storm sewers. See Exhibit "A" for project location and flooding pictures.

In order to reduce the risk of flooding during storm events, the City and the Farnswood Condo Homeowner Association proposes the following improvements:
Construction of an open channel downstream of Avati Lane and Perry Court and south of Reckinger Road.
Construction of a new storm sewer along the west side of McClure Road, storm sewer which is designed for the 100 yr. storm event.
Reconstruct Perry Court and Avati Lane to redirect the runoff to the west and to the proposed open channel and storm sewer system.
